Welcome to the City of St. Louis, Missouri, Department of Personnels web page. I am Richard R. Frank, Director of Personnel for the City of St. Louis, Missouri. This web page is our way of explaining the Personnel Department for the City of St. Louis to our customers and our citizens.
The Department of Personnel is responsible for implementing Article XVIII of the City Charter and for administering the Civil Service System which the Charter establishes. This centralized personnel agency is responsible for staffing the City Service through effective recruiting, testing, and certifying of eligible candidates to selecting officials; for properly classifying City jobs, and for establishing pay policy and appropriate recognition and reward programs; for handling labor relations; for administering various appeal and grievance programs; for effectively training City employees; and for administering the Citys Employees Retirement System and various benefit programs. We also counsel operating officials and City employees on all personnel-related matters.
