BULLET City of St. Louis Department of Personnel

City of St. Louis Personnel Policies, Rules and Regulations have been converted to electronic format by the staff of the St. Louis Public Library. Civil Service Rules
These rules are developed to implement specific provisions of Article XVIII of the City Charter. They provide clarifying information to the Charter language.

Administrative Regulations and Joint Regulations

Administrative Regulations provide the necessary specific information and instructions to accomplish what the Charter and Rules specify must be done. They provide the "how, why, when, and who" to those charged with doing the specific tasks.

Joint Regulations are similar to Administrative Regulations in purpose but are issued by the Director of Personnel and another department.

Safety and Health Regulations

Safety and Health Regulations provide the basis and guidelines for the City’s Occupational Safety and Health Program.
